Sometimes a see wood pallets stacked behind builgins by their dumpsters.  Does this mean they are free for the taking?

Hi Ravi: how are the metal trellis's attached to the block wall. Are those wood blocks screwed to the block then you screwed the metal onto the blocks? i like the way this look and want to do this in my yard!
